Can I sell vapes and e-cigarettes on Stripe, Shopify Payments or PayPal?
Stripe names e-cigarettes and allows them as long as they're sold lawfully, and since 22 September 2026 that means FDA-authorized products only in the United States. PayPal names cigarettes and prohibits them with no conditions, and since June 2026 Shopify doesn't allow vaping products on its platform at all. For most vape merchants the bigger problem is age verification and shipping law, because those are conditions of Stripe's permission, and failing them voids it after the fact.

Stripe

Named and allowed, on the condition it's "sold in accordance with applicable law". For US vape merchants, that phrase means PACT Act registration, reporting and adult-signature delivery. Since 22 September 2026 Stripe also says US merchants selling electronic tobacco "may only sell products authorized by the Food and Drug Administration", which rules out most disposables. The permission is real, but it depends on things most new merchants haven't done.

Cigarettes are in PayPal's prohibited activities with no qualifier. PayPal hasn't been a workable option for vape merchants in years.

Shopify Payments

“Regulated or illegal products and services: Products or services that require regulatory approval or compliance, such as cannabis and related products, prescription drugs, medical devices, tobacco and related products, firearms, holsters, ammunition, or weapons.”
Shopify's own list of what Shopify Payments won't support names tobacco and related products, and that's stricter than Stripe's conditional yes. It goes further than payments, too. In June 2026 Shopify agreed to stop the sale of all vaping products through its platform, after a letter from 25 state attorneys general. So a third-party payment provider won't keep a vape store on Shopify. The store has to move.

What usually happens
Vape accounts fail on the conditions attached to the category. An account approved on "sold in accordance with applicable law" gets terminated when a test order goes through without age verification, or when the shipping registration turns out to be missing. At that point the processor is enforcing a decision it already made.

What works instead
Sort out compliance first, because that's what's being underwritten: age verification at checkout, adult-signature delivery, shipping registration and state-level blocking. With those in place, vapes are one of the easier categories here to get approved. Without them, no acquirer can help you for long. If your store is on Shopify, the platform has to change first, because Shopify no longer allows vaping products at all.
