Can I sell vapes and e-cigarettes on Stripe, Shopify Payments or PayPal?
Stripe names e-cigarettes and permits them under a lawfulness condition. PayPal names cigarettes flatly. The bigger operational problem for most vape merchants is not the processor at all: it is that age verification and shipping law are conditions of the permission, and failing them retroactively voids it.

Stripe

“Tobacco products, including e-cigarettes, cigars, and e-liquid sold in accordance with applicable law”
Named and permitted, with "sold in accordance with applicable law" as the condition. For US vape merchants that phrase carries PACT Act registration, reporting and adult-signature delivery. The permission is real and it is conditional on things most new merchants have not done.

PayPal
ProhibitedNamed on the list and refused. Applying anyway is how merchants end up on MATCH.
“cigarettes”
Cigarettes appear in PayPal's prohibited activities without qualification. PayPal is not a viable rail for this category and has not been for years.

Shopify Payments

No policy of its own
Inherits Stripe's conditional permission. Note that Shopify's own hosting and sales-channel rules are a separate matter from the payments rule, and a vape merchant can satisfy one and fail the other.

What actually happens
Vape accounts fail on the conditions rather than the category. An account approved on the strength of "sold in accordance with applicable law" gets terminated when a test order goes through without age verification, or when shipping registration turns out to be missing. The processor is not making a new decision at that point, it is enforcing the one it already made.
What works instead
Get the compliance stack in place first, because it is the thing being underwritten: age verification at checkout, adult-signature delivery, shipping registration, state-level blocking. With those in place this is one of the more approvable categories on the page. Without them, no acquirer can help you for long.
